Petition to CSU for Salary Steps

The ink isn’t even dry on the state budget Gov. Gavin Newsom signed just days ago and already CSU management is trying to back out of its commitment to staff.
The final $321 billion spending plan includes full funding for the CSU. Yes, a portion - $144 million - set aside for the CSU is deferred until next year. But make no mistake: There were no cuts. This is a one-year postponement and the Governor and Legislature even provided the University access to a zero-interest line of credit so they could meet their commitments to staff and students.
CSU management has zero excuse not to honor its contractual obligations. This budget is a huge win for the CSU community. Thanks to our relentless advocacy, the original 8% cut was eliminated.
But instead of implementing the full salary steps agreed to in our 2022–2026 contract, CSU leadership is spinning this deferral as a “reduction” and trying to drag us back into negotiations.

Our contract is crystal clear: If the state provides $227 million in “compact” funding, the CSU must implement full steps this October. That $227 million is still there, just distributed over two years.
Our elected state leaders sent a firm message prioritizing the CSU this year, but once again, CSU administrators seem to want to shortchange the workers who keep the university running.
We will be reaching out to legislative allies and our legal team before we formulate a response.
There are no more excuses. The CSU needs to fulfill its commitments to students and staff, and CSUEU members will enforce those commitments.
