Union Workers Have a Right to Assemble, Protest on Campus
May Day, also known as International Workers' Day, is celebrated on May 1. This year CSUEU members are planning actions on every campus with one unified message: Keep the promise, fund the CSU.
The state budget is still being negotiated, but the current proposal from Gov. Gavin Newsom calls for 7.95% cuts to CSU funding, and a deferral in "compact funding" for two years. The proposal jeopardizes both the state Legislature and the CSU’s commitment to implementing a salary steps structure for staff this year.
Be sure to join your campus action to demand that the state fully fund the CSU!
Can the CSU's "Interim Time, Place, and Manner" policy be used to disciple workers for campus actions? Absolutely not. We enjoy (at least) three protections:
1 - First Amendment.
2 - CSU employees are covered under Higher Education Employer-Employee Relations Act (HEERA), which states: "... employee organizations shall have the right of access at reasonable times to areas in which employees work, the right to use institutional bulletin boards, mailboxes and other means of communication, and the right to use institutional facilities at reasonable times for the purpose of meetings ..."
3 - The CSU's interim TPM only applies to students, non-represented employees, and non-affiliates. The CSU considers it an “interim” policy because "it will not be effective for union represented employees until the meet and confer process is complete."
