What does this IRP settlement mean for CSUEU-represented employees? We have two key wins in this settlement. First, for the thousands who made an equity-based IRP request and were denied without any explanation, the CSU now agrees to furnish additional information once employees formally submit a request. The second win in this settlement is the creation of a task force – to be composed of CSUEU members and the CSU - which will work to research standards used by campuses in evaluating IRPs. With that base-line information, our Bargaining Team and the CSU will be better positioned to negotiate terms to improve the process of equity-based IRP evaluations. I’ve never submitted an IRP request. Do I benefit from this settlement? Once we identify what is needed to qualify for an equity-based IRP, more employees will be able to accurately determine if they meet the criteria to help them decide if they want to submit and IRP request. Am I covered by this IRP settlement? If you requested and were denied an equity-based IRP between Jan. 1, 2017 and Feb. 11, 2020, you can now request that the CSU provide a full explanation for your denial. Why didn’t our Union push to get my IRP granted instead of agreeing to this settlement which will only let me know Management’s reasons for denying my IRP? Management has the ultimate decision as to whether or not to grant an equity-based IRP. This was a fight to get information to our members about why their IRPs were denied. We don’t anticipate much change to the role that managers play in whether or not your IRP request is granted. As before, if your manager supports your request for an in-range progression, you have a much better chance of having your IRP approved. Is equity now just based upon seniority? There are currently no clear standards among the campuses. That’s the main job for the task force, which is to research current standards used by campuses in evaluating equity-based IRP requests and report back to the CSU and CSUEU. If I had an IRP in the last 12 months will this let me apply early? If your equity-based IRP was denied between Jan. 1, 2017 and Feb. 11, 2020, you can resubmit your request without having to wait the full year. Can I file a grievance or appeal if my equity-based IRP is denied? While there is no process for denial of IRPs, there are a few things you can and should do if your request is denied. First, you can request additional information from the University to have a full understanding of the reason for denial. If you believe that your equity-based IRP – or any IRP - was denied for arbitrary and capricious reasons (no rhyme or reason as to why it was denied) or due to discriminatory behavior, please contact your steward.
