By Jessica Westbay Vice President for Representation In a historical first, CSUEU and CSU have reached a tentative two-year agreement prior to the expiration of the existing contract over the course of 23 bargaining sessions. The Bargaining Team recognized members’ highest priorities of salary reform, path for professional development, and safe and secure jobs. Your CSUEU representatives, staff, and bargaining team are fully aware that this Tentative Agreement represents only the beginning of the work needed to achieve Good Jobs and make the CSU an employer of choice. Highlights of the Tentative Agreement for the new contract period beginning July 1, 2022, pending membership ratification, are as follows: • Provides for a 7% General Salary Increase (GSI) for the 2022/23 fiscal year (8% GSI if more unrestricted funds are allocated in the final budget) • Includes $3,500 one-time recognition bonus • Establishes a workgroup to address the use of temporary employees in our units. CSUEU presented convincing data demonstrating rampant misuse systemwide • Increases Life and Accidental Death and Dismemberment insurance benefit to $50,000 each • Increases the minimum and maximum salary ranges in current classifications • Secures a two-year contract with a reopener during the 2023/24 fiscal year on articles 20 (Salary) and 21 (Benefits) • Preserves members’ right to strike if we can’t come to an agreement in reopener • Successfully prevented management from shortening layoff timelines • Successfully prevented management from reducing time for parental leave • Updates language for catastrophic leave to include natural disasters • Protects healthcare coverage with no takeaways • Caps increase to parking to a maximum of 3% of current rate • Limits list of emergencies that would allow mandated telecommuting The Bargaining Team strongly recommends ratification of this Tentative Agreement as it is a positive gain for the compensation and working conditions of our members. Having a reopener in salary for the 2023/24 fiscal year will allow us to continue the movement towards addressing our market lag. We have already begun to work on the four identified outcomes from the salary study: 1. Bringing staff salaries to mid-market levels (we average 12% behind); 2. Updating the job framework so each employee is properly classified; 3. Implementing the 9-step system; and 4. Maintaining the 9-step system by increasing the scales in successive years. We are addressing job framework by negotiating classification series updates for Athletic Trainers, Procurement, and Information Technology. We expect additional series to be updated as we continue to progress on the four outcomes outlined above. We will be setting Tentative Agreement webinars on Zoom starting next week with multiple sessions, held at different times, to reach as many represented employees as possible. We will be announcing these meetings through all communication channels as well as on our website.
